The job: Humanitarian Adviser – Emergency Directorate (EmD)
If you join us, this is what you will be doing:
To be a focal point within the organisation for at least one of the countries for which the Emergency Directorate has responsibility, liaising with all departments and directorates in relation to these.
To support the Rapid Deployment Unit (RDU) function, maintaining the unit and ensuring that all RDU deployments are reviewed.
To be the focal point within the organisation for the dissemination of humanitarian standards, including leading on Sphere.
This is a second Humanitarian Adviser position within the team, and a number of responsibilities will be shared between the two advisers, including:
- organising and reviewing the Hostile Environment Courses (HEC) – which are currently being conducted virtually on an almost monthly basis
- conducting desk top reviews and prepare humanitarian briefs
- supporting the Annual Programme Progress Reports (APPR) process
- carrying out staff inductions

Programme Support
- Assist and support Emergency Directorate managed countries in the design, planning, implementation, monitoring and evaluation of their responses, applying current good practice, involving other directorates and departments as appropriate.
- Review and feedback on all project-related documents - i.e. concept notes, proposals and reports, both narrative and financial,
- Advise and direct country management teams in the development of funding strategies
- Represent Concern to donors as required, and deal with their proposal and report related enquiries, finalise proposals, etc.
Hostile Environment Courses (HEC)
- Share responsibility with the other Humanitarian Adviser for the organisation of all aspects of the trainings, including liaison with the trainers, mobilisation of the participants and all logistical arrangements.
- Attend all training courses under their responsibility to ensure that they run smoothly, to support the trainers and to contribute as needed on issues of Concern security policy and management practice.
Rapid Deployment Unit (RDU)
- Support with the identification and recruitment of potential members of the RDU.
- Ensure that all RDU members receive appropriate induction, training and mentoring.
- Assist with identifying mentors and support them to understand their role.
Evaluations
- Support the planning and implementation of emergency response evaluations, ensuring that the reports and recommendations are disseminated to relevant stakeholders.
- Prepare the emergency meta-evaluation which covers a five year period.
HR
- Share responsibility with the other Humanitarian Adviser to assist the HR department in the recruitment, induction and debriefing of personnel for assigned countries.
Emergency Directorate and Organisational
- Be available to deploy at short notice to support emergency responses.
- Support routine administrative functions that fall on the Emergency Directorate,
- Work with other directorates to identify and prepare suitable media briefs related to our emergency work
- As requested, conduct desk top reviews and prepare briefs on countries of interest or on specific humanitarian themes.
- Actively participate in working groups .
Networking, Representation and information sharing
- Represent Concern with the Sphere Network, sharing relevant updates and information.
- Represent the Emergency Directorate to relevant institutes, universities, organisations, and donors in areas related to humanitarian action and emergency response.
Skills you will bring:
Essential:
- Willing to travel as required to new and existing countries of operation. (Approximately 25% of the time)
- A minimum of three years’ experience in programme management at an NGO or similar organisation based in a humanitarian context.
- Educated to degree level, ideally in a discipline that is commonly found in a humanitarian context.
- Excellent understanding of humanitarian principles, standards, ongoing debates, etc.
- Good financial (budgets, reporting) ability and understanding.
- Excellent interpersonal and organisational skills.
- Excellent writing skills.
- Experience of working in insecure environments.
- Experience in a similar role with a mix of overseas work and head office support.
- Experience and knowledge of the requirements of donors who fund Concern’s emergency response. (Irish Aid, ECHO, etc.)
- Knowledge of good security policy and practice.
Desirable
- Working proficiency in French or Arabic would be an advantage.
The salary is from €51,402 - €60,472 (band 5) and this is a 2 year full-time fixed term contract.
