CBM Ireland is an international development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world.
Reporting to the CEO and as a member of the Senior Management Team, the Programme Manager will be responsible for the technical and operational leadership of the programme portfolio of CBM Ireland; lead the growth of the programme portfolio through securing additional institutional funding and developing partnerships with a wide range of stakeholders; support the evidence-based advocacy work of CBM Ireland that promotes the rights of persons with disabilities in Irish overseas development and humanitarian action; liaise with programme colleagues across the CBM Global family and represent CBM Ireland programmatically with stakeholders in Ireland.
Key Responsibilities
• Support the overall ambition, and specifically, implement the programme objectives of CBM Ireland’s Strategy 2021-2025
• Lead in the development and growth of the programmatic portfolio and manage CBM Ireland’s programme budget.
• Work closely with CBM Global, leading the development, implementation, monitoring and reporting of CBM Ireland’s programme.
• Ensure compliance with all contractual requirements of institutional donors.
• Contribute towards meeting best programmatic practice in programme development in CBM Ireland and CBM Global, in line with CBM policies and sector wide approaches.
• Build and maintain excellent working relationships with CBM staff, partners, and institutional donors.
• Develop high quality and successful results-based funding applications in line with CBM country strategic plans.
• Work closely with the Fundraising & Communications Manager to produce high quality stories of change and case studies to feed into programme and fundraising work.
• Contribute to CBM Ireland’s ongoing work on Disability Inclusive Development (DID) aimed at stakeholders in Ireland and abroad.
• Represent CBM at fora where important stakeholders in disability/ development policy are present or relevant issues are being discussed.
• Manage the Programme and Grants Officer and interns and assist with onthe-job training and development of staff as required.
General Responsibilities

• Support the wider organisation responsibilities as a member of the Senior Management Team
• Carry out other tasks and responsibilities as may be reasonably required by CBM Ireland to further the mission of the Organisation.
Person specification
Essential• Post graduate level qualification or equivalent in International Development, or a relevant discipline. • Minimum five years’ experience working with an International NGO. • Deep understanding of project cycle management, development theory and practice. • Demonstrable experience of securing and managing multi-year institutional funding grants. • Proven experience in the design, planning and implementation of international development programmes. • Proven programme technical capacity and experience in results-based management. • Financial management skills including programme budgeting and financial reporting. • Strong communications, proposal and report writing skills. • Fluency in English essential. • Willingness to travel to programme countries and international offices. • Experience working in multicultural environments and proven inter-cultural understanding. • Excellent interpersonal skills, line management experience. • Proficiency in external communications with programme partners and institutional donors. • A high degree of self-sufficiency and initiative, and the ability to innovate in complex situations and work well as part of a team.
Desired• Experience in engaging with Irish Aid and EU grant mechanisms • Knowledge of Disability Inclusive Development and Humanitarian Action. • Overseas work experience in International Development and/or Humanitarian Action
Salary:€46,000 – €54,000 depending on skills and experience.
Work hours: Full time, hybrid (37.5 hours) with flexi-time.
Contract: Full-time 2 year fixed term contract after successful completion of six-month probationary period.
