GENERAL DESCRIPTION OF THE ROLE
Plan International Ireland’s strategic plan has identified thematic and cross-cutting areas where it expects to provide leadership and innovation within the Plan International family, and influence the wider development and humanitarian sector in Ireland. The education specialist will be responsible for strengthening our capacity to deliver on this commitment providing technical support to quality education programmes.
The Education specialist will support education programmes in the development countries we work in. In particular, this role will primarily focus on supporting a large scale education programme in Guinea where Plan International Ireland works in collaboration with Plan International Germany on Basic education.
He/she will be part of Plan International Ireland’s (INO) Technical Team and will have strong links to the Basic education Project team in Plan Germany and Guinea.
He/she will be willing to travel regularly to Plan International Country Offices (CO), in particular to Guinea as well as to Plan International Germany
KEY RESPONSIBILITIES
Programme Support
- Provide technical support to the team in the country offices, in particular in Guinea in the design, implementation and monitoring of a large scale education programme with a focus on quality education;
- Assure that global best practises are integrated into the project in particular in relation to the measuring of learning outcomes, teacher training and governance;
- Contribute to the production and submission of high quality reports to ensure compliance with all contracts and funding agreements.
Learning and Knowledge Management
- Identify, coordinate and manage research initiatives that contribute to improved learning outcomes and assuring access and completion for all, but girls and children with disabilities in particular;
- Support the development and use of a robust results based monitoring framework, to monitor qualitative components of the education programmes, in particular the capacities and teaching methodologies of teachers through classroom observations and learning outcomes of children through early grade reading assessments etc.;
- Develop internal and external mechanisms to knowledge sharing and exchanges capturing lessons learned and best practices in relation to access to quality education.
Resource Mobilisation
- Develop funding strategies for designated country offices, in close co-ordination with the Business Development Team;
- Support the Business Development Team in the development high quality proposals related to designated country offices.
Communications and Advocacy
- Provide technical support the country offices to design and deliver advocacy initiatives at local and national levels;
- Ensure regular and relevant communication with appropriate stakeholders and other external networks;
- Identify funding opportunities, and if possible secure funding for research work and pilots.
Other
- Contribute actively to Plan International Ireland’s Development Unit, sharing ideas and experience to ensure the implementation of our Programme strategy, in particular in education programme quality.
ESSENTIAL ATTRIBUTES
- Relevant thematic experience including at least 3 years in a developing country.
- Educated to degree level, ideally on a related field.
- Technical expertise and work experience in education programming, in particular in teacher training and active pedagogical approaches.
- Knowledge of programme cycle management.
- Expertise and experience in monitoring and evaluating the outcomes of education programmes.
- Experience in application of the Child Rights Based Approach to development.
- Prior experience in training, facilitation and capacity building.
- Excellent writing, communication and presentation skills.
- Excellent command of written and spoken English and French.
- Willingness to travel to development countries.
DESIRABLE ATTRIBUTES
- Previous working experience in West Africa.
