General Descriptionof the Role:

The primary function of this role is to be a member of GOAL’s Dublin based senior security management team and provide security advice and support within GOAL’s Head Office in Dublin and to overseas operations with the aim of ensuring that GOAL adheres to best practice in the areas of safety, security and risk management.

The DGSA will work to, and with, the Global Security Advisor (GSA) in providing a link between Country Directors and the GOAL senior management. The DGSA will provide the best possible safety and security advice to GOAL Operational desk officers, GOAL management and to GOAL senior country management as required on all matters related to safety and security issues and ensure that the GOAL country senior management teams are kept informed of security developments and are in a position to take appropriate action when required. The DGSA is responsible for ensuring, through the Regional Security Advisors, local country Security Officers/Advisors/Managers and Security Focal Points, that appropriate physical security, security protocols, security systems and security procedures are in place. The DGSA is responsible for working with Regional Security Advisors or Security Focal Points to ensure that safety and security is mainstreamed into all areas of operations. The DGSA will deputise in the absence of the GSA.

Overall Objectives of the position:

  • To ensure that security is mainstreamed in all GOAL Head Office planning and decision making processes.
  • To provide a link between GOAL county security operations and GOAL HO.
  • To work in close collaboration with the Global Security Advisor, GOAL Regional Security Advisors and GOAL CDs in ensuring that the best possible systems are in place to keep GOAL staff world-wide safe and secure.
  • To improve the liaison, information flow and reporting processes from Country programme through DGSA to the Global Security Advisor and Senior Management Dublin;
  • To ensure that GOAL Senior Management has a good awareness and understanding of the safety and security risks being faced by the country teams and that all necessary steps are taken to minimize the risks they face or to mitigate the impact of a safety or security event occurring.

This will be achieved through establishing appropriate systems infrastructure and support methodologies and institutionalising the collection, analysis and dissemination of security information.

Key Duties are:

  • THE DGSA will be expected to take the lead as security advisor to selected countries. These countries will be established in consultation with the GSA and Regional Security Advisors.
  • In conjunction with the GSA, maintain an overview of all of GOAL’s other programme countries;
  • To be familiar with GOAL’s Safety and Security procedures and policies and support the respective Country Director, Security Officers/Advisors/Managers and Security Focal Points in ensuring that these are adhered to at all times;
  • To keep continually under review all Country level safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location;
  • Conduct training and advise on the running of security and crisis management exercises at GOAL country level;
  • Conduct country visits as required to conduct or advise on security assessments in terms of:
  • Security systems;
  • Physical security of buildings and facilities;
  • Driving, movement and travel protocols;
  • Crisis management capacities;
  • Security documentation;
  • Threat assessments and risk analysis;
  • Communications;
  • Information sharing and local security liaison;
  • Country context analysis;
  • Training and training records;
  • Maintenance of a security awareness culture;
  • In-country security briefings and security alerts/warnings.
  • Working in conjunction with the GSA, develop security strategies and security recommendations for GOAL Senior Management Dublin on any aspect of safety or security management which requires improvement.
  • In concert with the GSA, ensure that security awareness and security considerations are always taken into account in the Dublin Head Office, especially in the early stages of planning any new intervention of expansion of programmes.
  • Be prepared to brief the SMT or the GOAL Board in the absence of the GSA.
  • In association with the country CD and/or Security Focal Point advise on in-country training for GOAL staff in relation to safety and security.
  • Ensure GOAL is adhering to industry best practice and where necessary make recommendations for possible improvement;
  • Liaise with UN/OCHA, in-country diplomatic contacts, local security agencies, the NGO and INGO communities and any other security agencies internationally and in-country with respect to security issues;
  • Be the primary focus for security issues in all dealings with Irish Aid and the Irish Ministry for Foreign Affairs;
  • Ensure that security incidents including ‘near misses’ are properly reported and to then review and collate these security incident reports;
  • Prepare situation reports for each country as directed by the Global Security Advisor;
  • Be prepared to assist with emergencies particularly at set-up stage;
  • Be prepared to respond to security crisis or emergency or any other serious situations that may arise as delegated by the GSA;
  • Be available to travel within 48 hours at all times;

Person Specification

Essential

  • At least 5 year’s experience with responsibility for security
  • Experience of Country programme level security management.
  • Experience working overseas in 'conflict' situations
  • Sound judgment, diplomatic tact, and mature common sense;
  • Excellent communications skills;
  • Experience in liaising with various agencies in relation to security;
  • Experience in working with a team;
  • Good analytical skills;
  • Experience in designing and providing security training;

Desirable

  • Other language (French, Spanish or Arabic)
  • Demonstrated experience in an INGO or Charity
