Job Title: Equality Adviser
Reports to: Head of Technical Assistance
Liaises with: Current Equality Advisers based in Dublin and London. All other Strategy, Advocacy and Learning (SAL) Technical Advisers, International Programme Department (IPD) in Dublin and appropriate Field Offices.
Manages: Not applicable
Job location: Ideally, the role will be based in Concern’s Head Office in Dublin or in our office in London.
Frequent overseas travel is part of this role (realistically up to 50% of the time will be spent in the field)
Pay Band: Pay Band 5 (€41,747 - €49,114)
Contract: Two Years (to start September 2017)
Job Purpose: To strengthen our programmes through an improved focus on equality, addressing issues of programme appropriateness, quality and impact. This includes promoting the Engaging Men and Boys approach to strengthen gender equality. To achieve this the adviser will be expected to provide timely and relevant technical inputs to Country programmes in the area of gender equality.
Key Responsibilities:
· Direct support to Concern Worldwide country teams on the implementation of their gender transformative activities, including supporting the implementation of gender equality approaches in the livelihoods, health, nutrition, WASH and DRR programmes.
· Collate and disseminate information related to equality; including significant global developments, resources and tools, funding and training opportunities to share with country teams.
· Support country teams in undertaking formative research on gender attitudes, looking both internally (through a staff survey) and externally (developing an understanding the equality context in country), and working the country teams to address these issues through both our programmes and human resources.
· Support the introduction of the Engaging Men and Boys concept and approach to country level management and providing general staff training.
· Work with identified technical support agency to develop a generic set of training materials (Curriculum Development) on EMB that can be adapted to a specific country context. Assist in country and subject specific Curriculum Tool Design (including context appropriate visual tools).
· Alongside identified training organisation, undertake a series of Training of Trainers for Concern and Partner Staff on the EMB approach.
· Provide remote support and backstopping to country teams on issues related to (gender) equality in our programmes and the implementation of the EMB approach.
· Work with the Concern M+E team to establish core indicators and a more general monitoring mechanism to assess the success of the EMB across our programmes.
· Work with the other Concern Equality Advisers to document Concern’s experiences in the adoption of the EMB approach across different contexts as a means of promoting the integration of gender equality activities in all programming developed by Concern Worldwide and its partners.
Skills and Experience Required:
Essential:
· Post Graduate degree in a social science, human rights or development studies.
· Substantial work experience related to equality and gender, including at least three years in a developing country context.
· Demonstrable understanding and knowledge of inequality and rights related to development and emergency contexts and specific skills and knowledge of gender analysis and incorporation of issues of engaging men and boys into programmes.
· Excellent communication and interpersonal skills and evidence of effectiveness as an influencer.
· An understanding of the organisational structure and dynamics of Concern Worldwide or equivalent experience of working in an International Organisation.
· Experience and skills in the delivery of training programmes, including strong facilitation skills.
· Willingness to travel approximately 40% of time.
· Good English language skills, both written and spoken.
Desirable:
· Fluency in French an advantage
