Job Title: Compliance Officer
Reporting to: Compliance Manager

GOAL is an international humanitarian agency established in 1977 and currently operational in 13 countries world-wide. GOAL is supported by a range of donors including the Irish Government, UK Government, USAID and the European Union and in many instances works with implementing partners, both national and international.
Working within the Compliance and Ethics Department of GOAL, the main function of the Compliance Officer is to help promote a culture of compliance and ethics as well as knowledge of specific donor rules and regulations and ensure an understanding of the necessity of compliance with those rules/regulations, processes and policies throughout GOAL and the implications of non-compliance.
The Compliance Officer will be responsible for designing training workshops on various donors’ requirements and GOAL’s Compliance and Ethics Framework (including GOAL’s Code of Conduct and Anti-Fraud, Conflict of Interest and Whistleblowing policies) for GOAL and implementing partner (IP) staff both in country offices and in headquarters in Dublin (HQ). He/she will be responsible for delivering training workshops in GOAL HQ and may be required to deliver training in overseas offices from time to time.
The Compliance Officer will also be responsible for reviewing, providing feedback on and consolidating quarterly compliance reports from each country office.
The role may require some travel to overseas offices from time to time.
Responsibilities
Compliance and Ethics Training
- The Compliance Officer will lead the development of training materials, including on-line versions (using Articulate), relating to GOAL’s and GOAL’s donors’ processes, policies, rules and regulations. Training materials will be required for a variety of subjects and for use by/in GOAL country programme offices, including for partner staff, as well as HQ. The Compliance Officer will be responsible for ensuring that relevant staff in country offices have the necessary tools/information to deliver certain training workshops themselves in country.
- The Compliance Officer will be the main training resource for GOAL’s HQ on donor requirements (including procurement, financial/admin and programming rules) and GOAL’s Compliance and Ethics policies (Anti-Fraud, Conflict of Interest, Code of Conduct, Whistleblowing).
Quarterly Reporting
- Every quarter country offices submit a compliance report to the HQ Compliance Department. This report includes testing of GOAL internal controls particularly around procurement and HR. The Compliance Officer will manage the quarterly compliance reporting process by ensuring timely submission by each country, reviewing each report and the accompanying action point trackers, providing feedback, and preparing a consolidated report for the Compliance Manager.
- The Compliance Officer will review the quarterly reporting process and make suggestions for improvement and make any necessary changes to the process.
Donor Programme Lifecycle
- The Compliance Officer will familiarise him/herself with GOAL internal policies and procedures and also donor rules and regulations (including USAID, ECHO, EuropeAid, DFID and Irish Aid) and keep up to date with any changes in these.
- The Compliance Officer will provide advice as required to various departments within GOAL, including finance, procurement, logistics and programmes, on various donor and GOAL requirements throughout the lifecycle of a project. This will include advising and collaborating with various departments at proposal stages, agreement signing, partnership development, during implementation (particularly with regards to procurement) and at reporting stages to insure specific donor requirements are taken into consideration and/or understood by relevant GOAL staff at the various stages of a programme grant.
Partnerships
- Through reviewing the quarterly compliance reports the Compliance Officer will ensure that countries are up to date with their partner pre-award assessments and interim reviews.
- The Compliance Officer will ensure that partnership tools such as assessment tools, interim review tools, agreement templates etc. are up to date and relevant.
- The Compliance Officer will advise on the development of partnership agreements when necessary.
Head Office Compliance Support
- Advising on internal policy updates when necessary to ensure policies are compliant with relevant donor or other regulatory requirements.
- Assisting in the review of any additions/amendments to GOAL’s internal manuals and assessing compatibility with donor regulations and input as required to the revision of the manuals.
Ad-hoc tasks
- Attending and facilitating/presenting at GOAL conferences (e.g. Systems Conference) on matters of donor compliance.
- Support to the Donor Compliance Manager and Head of Ethics and Compliance in Dublin and undertake any other tasks requested by same.
Requirements
- University degree in compliance, finance, management, administration or a related field and/or 2-3 years experience in a similar position;
- Demonstrated experience in designing and delivering effective and engaging workshops that will educate staff on GOAL’s Compliance and Ethics framework, including Anti-Fraud, Conflict of Interest, Code of Conduct and Whistleblowing policies and procedures as well as institutional donor rules and requirements;
- Experience in the development of supplementary training tools such as online training materials, guidance documents;
- Ability to advise on internal control systems, particularly in relation to procurement and finance
- Excellent MS Office skills, particularly in Excel, Word and Powerpoint with additional information sharing platforms (PowerBI, Sharepoint, etc.)
- Strong analytical skills and demonstrated experience presenting information to key decision makers;
Desirable
- Experience/knowledge of institutional donors such as OFDA/USAID, ECHO, EU and DFID
