Ireland: Finance EU Aid Volunteer

TASKS

Whilst at headquarters

  • To support with the management of the accounting system for a number of fields

  • Posting monthly journals and cash/bank books based on information supplied from the country finance teams

  • Carrying out all month end processes and reconciliations to ensure a timely completion of the accounts for the period, including completion of monthly support cost allocations

  • Preparation of individual monthly management accounts for budget-holders and obtaining information on budget variances as needed

  • Support with the preparation of financial reports for HQ (Financial Reporting Pack (FRP), quarterly expenditure and income variance report) in line with agreed timetables

  • To assist with the review and preparation of feedback all financial reporting packs sent to Dublin at year end.

  • To work with the regional accountants on year end specific tasks such as balance sheet audits and related reconciliations.

  • To gather and collate financial reporting information from all fields as needed.

  • To assist with the year-end financial submissions from our overseas offices

  • Carry out other tasks as appropriate under the direction of the Overseas Accountant

  • To design an EU Aid Volunteer communication project plan for implementation throughout the course of the apprenticeship and deployment period.

Whilst deployed to Concern Sierra Leone

  • Ensure that the Concern Worldwide financial policies and procedures are adhered to and implemented in a standardised manner

  • Assist the Country Financial Controller with external (donor, audit firm, partner organisation, government, etc.) and internal control audits as required.

  • Provide training and capacity building to finance and non-finance staff on Concern policies and procedures

  • Assist programmes director and other budget holders in conducting the budget process, ensuring that appropriate levels of technical support and guidance is provided to all budget holders during the process of preparing the annual country operating budget and subsequent revisions.

  • Assist budget holders with preparation of donor budgets; interpretation of budgeting guidelines ; ensure compliance with donor regulations and to ensure their incorporation into the country annual operating budget & revisions

  • Review financial reports and transaction lists provided by local partners on a timely basis, bringing any unusual transactions and budget variations to the attention of the Programme Manager.

  • Participate in preparing monthly management accounts and month end process.

  • Assist Country Financial Controller to produce accurate monthly management accounts, engaging in necessary review work, posting of journals etc.

  • Assist the Country Financial Controller in the process of obtaining explanations of variances between budget and actual spending, income and pass necessary adjustments to ensure correct reporting.

  • Key performance indicators

• Monthly management accounts and other tasks produced within agreed deadlines

• Trainings delivered for non-finance staff

• Capacity building plans prepared and followed up a regular basis with local partners

• Demonstrate behaviours in line with the EU Aid Volunteer competency framework and Concern’s values.
