Job Purpose:The Grant Compliance Accountant will provide support to Concern’s Country Financial Controllers on donor related issues arising in our fields of operation. They will play a key role in managing and supporting HQ donor audits and will work with the Financial Compliance Manager to ensure that both donor and organisational policies are adhered to through the development of user guidelines and documenting lessons learned.
It is essential that the applicant will have a formal Finance qualification (ACA, CIMA, ACCA) and any experience of reporting to large institutional donors such as the EU, ECHO, Irish Aid, DFID and USAID is highly desirable.
While this position is based in Dublin, it will involve travel to overseas fields (potentially 20%).
Key Responsibilities:
Donor Reporting & Audits
Main focal point in finance to lead and support on specific donor audits that are managed at head office.
Maintain a central filing system for all donor audit reports.
Review and document donor audit recommendations for organisational learning.
Maintain a central system for all final financial donor reports – ensuring that:
Transactions lists are attached to all reports
That GL reconciliations exist for all final reports
Final reported amounts are checked to the FRP
Support and assist Concern’s Regional Accountants in reviewing and checking donor reports prior to submission to the donor.
Donor Support & Compliance
Work with the Financial Compliance Manager on the development of finance specific user guidelines for various donors.
Manage the grant compliance queries mailbox to support theorganisationon day to day donor related finance issues.
Maintain the in-house Concern intranet pages with donor related information.
Track and feedback on adherence toorganisationalpolicies (e.g. report review procedures).
Conduct at least one Donor Compliance Visit each year in coordination with the InternationalProgrammesDirectorate.
Donor Budget Support
Support country teams in the development of large grants, as needed.
Support and assist the Regional Accountants of Concern in checking donor budgets prior to submission.
Provide support in large emergencies in developing budgets.
Other
Review and update Concern’s Organisational Consortia Guidelines on an annual basis.
Assist in the preparation of the annual statutory audit with regard to co-funding queries.
Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing, learning and best practice.
Carry out other tasks as appropriate under the direction of the Financial Compliance Manager.
Skills and Experience Required:
Essential:
- Professionally Qualified Accountant ACCA, CIMA, ACA, CPA
- Three years’ experience working as an accountant
- Knowledge of Excel and accountancy packages (preferably MGP)
- Fluent spoken and written English
- Excellent organisational and planning skills
- Strong writing skills
- Training and staff development experience
- Ability to work under pressure often to strict deadlines
- Flexible, adaptable, and a sense of humour
- Cross cultural awareness and empathy with organisational goals
Desirable:
- Experience of reporting to large institutional donors such as the EU, ECHO, Irish Aid and USAID (highly desirable)
- Experience in working overseas in the international development sector
Knowledge of French
