Job Title: Procurement Specialist

Reporting to: Logistics and Procurement Manager

Location: Dublin, Ireland

Role requirements

  • GOAL are seeking a Procurement Specialist to join an established logistics & procurement team in Dun Laoghaire. The role supports both the existing procurement activities in Ireland as well as procurement across GOAL’s country portfolio, which currently entails offices in 14 countries on 4 continents; the organisation has an annual turnover in excess of €115 million. Procurement in GOAL is a varied and exciting activity, with categories ranging from pharmaceutical purchase to construction to consulting services, with agricultural inputs and food supply in between – and more. Experience in public sector or third sector procurement would be an advantage, but is not essential.

    • Management of National and International calls for Tender and RFQs, both for the HQ office in Ireland, global contracts and on behalf of country programmes.
    • Coordination of procurement activities in line with the organisation and relevant donor procurement policies and procedures.
    • Coordinating with suppliers and managing supplier relations for HQ contracts, ensuring proper follow-up and tracking of spend.
    • Responsible for implementing and reporting on supplier performance measures and tracking procurement department KPIs.
    • Identifying and managing areas where efficiencies or improvements can be made and making recommendations to senior management.
    • Supporting the continuing development of internal procurement policies/procedures to ensure that all procurements are conducted in accordance with best practice and relevant regulations.
    • Liaising closely with countries and departments on procurement methodologies and risks including the best means of procuring what is required; including review of procedures conducted at country level.

    The successful candidate will: * have a recognised academic and/or professional qualification (IIPMM, CIPS, CILT) with a minimum of 3 years post qualification experience in comparable roles and/or 5 years procurement experience in a comparable role * be an energetic individual who can diligently perform routine jobs whilst also keeping the bigger picture in mind * have strong interpersonal and relationship management skills * have an eye for detail and the ability to produce reports for, and communicate effectively at, all levels of the organisation * have excellent spreadsheet skills and have the ability to interact with data through multiple mediums in order to ensure sound justification to support procurement decisions * preferably have a strong knowledge of relevant donor procurement regulations * Applicants must have the legal right to work in Ireland for the duration of the contract

Preferred:

  • Strong knowledge of relevant donor procurement regulations
  • Arabic, French, Spanish or Turkish language skills would be an asset.

Our package includes a competitive salary, 22 days annual leave and the possibility to join our Health care scheme. Additional benefits are available after 12 months of service. Salary range for this role is € 40,000 to 45,000.
