Job Title:Logistics Adviser

Reports to: Supplies and Logistics Manager

Direct reports: None at Head Office / Logs and Admin staff when on overseas assignment

Job Location: Head Office Dublin based

Contract Details: 1 year fixed term contract

Pay Band: Band 4 (€34,239 - €40,281)

Job Purpose The job will focus on two areas –

• Ensure the organisation’s logistics systems allow effective emergency response, that standards of best practice in both emergencies and on-going programming are adhered to and to build logistics capacity and expertise throughout the organisation.

• Engage directly in all aspects of the supply chain to provide a service to Concern overseas fields including procurement, warehousing, transportation and field supply chain management advice and support.

Main duties &Responsibilities:Job Dimensions:

· The job holder will spend a considerable amount of time overseas responding to emergencies as a member of the RDU, carrying out system audits, training overseas personnel and engaging in overseas secondments where temporary human resource gaps are identified.

· The job holder is expected to be flexible and willing to change roles at short notice particularly in times of emergencies or when it is necessary to provide cover for other colleagues in the unit.

Job Context:

· While in HO the job holder will work closely with RD’s, DO’s, suppliers and service providers and logs support personnel based overseas.

· While on overseas deployment the job holder will work closely with the country management team.

· The job involves advising on organisational policy and procedure as they relate to procurement and logistics as well as auditing field practice to ensure adherence to such.

· The job holder is required to be a key member of the RDU and is required to be available to travel at short notice to respond to new emergencies in order that appropriate logistics systems and procedures are established at the outset of any new emergency engagement.

· On emergency deployments, the job holder will often be required to take on a managerial role ensuring logistics activities provide the required level of programme support as efficiently and timely as possible. This will be done in environments which will often be both challenging and dangerous.

· The job holder will also be involved in building the capacity of individuals working in logistics related jobs through training provision and review of technical and procedural guidelines. They will also be involved in the recruitment of logistics personnel.

· The job holder will also work towards minimising supply gaps through direct engagement in procurement and transportation practices as well as maintaining appropriately pre-positioned stocks for emergency supply.

· The job holder is expected to engage in inter agency collaboration and cooperation between NGO’s, UN and Red Cross and certain institutions such as the Fritz Institute, Chartered Institute of Logistics and Transport and others as they become relevant.

· Emphasis will be placed in supporting overseas fields in interpreting and following donor procurement and logistics related guidelines and helping to ensure donor procedural compliance.

Key Accountabilities:

· Maintaining and advising on the implementation of standard logistics systems applicable throughout the organisation.

· Provide ongoing support to fields in the development of appropriate logistics manuals and procedures.

· Participate in the interview process for overseas logisticians.

· Ensure that prepositioned emergency supplies meet the organisation’s rapid response needs

· Monitor system implementation and effectiveness through regular field system reviews and audits.

· Provide technical support to emergency interventions as a member of the RDU with specific responsibility for setting up standard systems at the onset of new emergencies.

· Deliver training to existing and to new staff joining the organisation as well as provide training overseas as necessary.

· Be directly responsible to overseas fields for the processing of requests for supply of goods and services.

· Arrange for the provision of freight forwarding services for overseas consignments.

· Organise the import and export documentation for shipped consignments.

· Help facilitate VAT reclaims for exported goods.

· Advise overseas fields of Concern and generally accepted minimum standards and specifications as they relate to overseas supplies.

· Advise overseas fields on correct procurement procedures for local procurement.

· Assist with the management of Concern’s emergency stocks and prepositioned goods.

· Update and maintain the purchasing computerised system.

· Provide monthly reports to overseas fields.

· Maintain procurement filing system to allow for convenient document retrieval and audit.

Person specification:Essential:

· Third level qualification

· Previous experience in project and/or camp management in emergency programmes

· Ability to work as part of a team

· Practical, adaptable and resourceful

· Good interpersonal and communications skills

· Good organisational, planning and management skills

· Ability to work under pressure

· Cross cultural awareness and sensitivity

· Diplomacy

· Numeracy

· Computer skills

Desirable:

*•*Third level qualification with logistics or supply chain management qualification

• Linguistic skills – French speaking especially

• Distribution / warehouse management experience

• Transport management experience

• Familiarity with Concern systems

• Knowledge of HF/VHF radio systems

• Procurement and import/export experience

• Full clean driver’s licence
