The International Division is responsible for the management and implementation of Trócaire’s emergency and long term development work in over 17 countries in sub Saharan Africa, Latin America, Asia and the Middle East.
The Institutional Funding Unit sits within the International Division and is responsible for the overall development and management of partnerships with international donors, both governments, UN agencies, philanthropic organisations, donor pooled funds, and other grant-making organisations. The unit is responsible for donor engagement, identifying, tracking and pursuing funding opportunities, developing relationships with donors and potential consortia partners and supports the overall management of grants and contracts. The unit is also responsible for developing policies and procedures for effective management of the institutional funding portfolio. The unit works closely with country teams and other Divisions across the organisation.
A key part of Trócaire’s global strategic plan 2016- 2020 is to deliver resources for the achievement of the plan as we strive to work in a more integrated way to address the multiple and often intersecting vulnerabilities that people face in the poorest and more marginalised communities. To this end, the post holder will have a key role to ensure a strong pipeline of funding that is relevant to the organisational strategy, and enables Trócaire to deliver its programme of work.

Reporting to the Head of Institutional Funding, this is a fixed term contract of one year and is based in Maynooth[1]. Continuation of this role may be possible depending on internal review of operating model.

Description
This position will work closely with the Head of Institutional Funding in the strategic and operational work of the unit. The role of the Manager is pivotal to the achievement of the overall institutional funding strategy and drive growth in income, which includes developing and supporting the implementation of donor engagement strategies with key donors, identifying opportunities to diversify funding sources; build strategic relationships with other NGOs and others for potential consortia; ensure robust processes to deliver high quality applications and grant management and ensure that grants are managed to the highest standards and in compliance with donor agreements.
Responsibilities include:
Team Management and Team Member
- Contribute towards the development of the team’s annual operating plan and develop individual operating plan and learning objectives.
Support a team of Regional Funding Officers and HQ Advisors to deliver Trócaire’s funding strategy.
Line manage a number of staff including the Trusts and Philanthropies Advisor, the Data and Reporting Officer, and in conjunction with the Northern Ireland Manager, the UK/DFID Advisors, provide direction, mentoring and support the achievement of their objectives and learning.
Link with and support country based staff for their own planning and implementation of funding strategies and applications.
Support with the setting and monitoring of unit budgets, targets and objectives, work prioritisation and deputising for the Head of GPFU when necessary.
Contribute actively to team and departmental meetings.
Funding Strategy
· Operationalise elements of the Institutional Funding Strategy, including supporting the implementation of donor engagement strategies, engagement in key fora including BOND in the UK, and other relevant networks.
· Proactively engage with key donors, global partners and NGOs, build relationships and increase Trócaire’s profile and credentials.
· Follow donor debates, trends and issues affecting funding of INGOs and input into organisational thinking and planning and influence donor debates where possible.
· Share donor intelligence and feed into a process of learning and continuing improvement on accessing funding, donor strategies and new trends.
· Provide support to country teams in development and implementation of funding strategies.
Funding Plans
- Work with colleagues from country offices and Institutional Funding team to respond to emerging funding needs and ensure a robust pipeline of funding opportunities.
- Lead on the planning, production and negotiation of major proposals such as multi-country applications or global calls, leading the design processes, working collaboratively with technical teams (Programmes, Advocacy and Strategy), HR and Corporate Services.
- Play a key role in the bid/no bid process, coordinating with technical teams, and country offices and senior management to give advice and support.
- Provide support and guidance to teams working on funding applications as needed.
- Maintain strong relationships and work closely with the Strategy, Programme and Advocacy Division to ensure that funding applications/bids are developed in line with Trócaire’s thematic priorities and theory of change and to ensure that funding applications meet exacting technical standards of excellence.
Operational management
- Work collaboratively with the Corporate Services Division (Finance, Compliance, Supply Chain and Logistics) and the Human Resources Division to support the development and roll out of key systems and procedures that ensure efficient and effective grant acquisition and management and support ongoing learning.
- Provide training to country teams and funding team on key policies and procedures as required.
- Oversee and ensure Trócaire’s management information system (Salesforce,) is maintained to provide accurate, up-to-date information and data management for reporting, tracking and management of Trócaire’s institutional income.
- Ensure quarterly and annual reports are produced with accurate data and analysis for organisational learning.
- Lead processes to identify and document lessons learnt and best practice recommendations for future application.
Make recommendations and develop tools to improve business processes as appropriate.
Contribute to relevant decision making working groups and cross organisational groups to ensure the inclusion of institutional funding considerations in organisational decision making and planning.

· Relevant third level degree – in human rights, international relations, international development or similar

· At least five years of a proven track record in a range of complex donor applications and grant management.
· Proven success at leading and coordinating major donor applications/bids including multi-partner, multi-country bids.
· Five years international experience
· Proven track record of leadership ability to manage, mobilise and motivate staff.
· External representation experience developing relationships with institutional donors and consortia partners.
