Job Location:

Dublin

Frequent overseas travel required – up to 30% travel.

Contract Details:

One year fixed term contract

Pay Band:

Pay Band 5: €40,928 - €48,151

Job Purpose:

To support the commitment of Concern to effectively monitor and evaluate all programmes and apply a Results Based Management approach to constantly improve programme quality

Main duties &

Responsibilities:

  • To facilitate and support country teams to plan and monitor programmes with a view to constantly improving programme quality through timely remote support and in country M&E visits;
  • To work with sector advisors to constantly improve sector specific monitoring approaches and tools as well as ensuring integrated monitoring tools where appropriate;
  • To build staff capacity on qualitative data collection and analysis to triangulate and explain quantitative findings and facilitate measurement of hard to measure programme outcomes such as empowerment and gender equality;
  • To work closely with the IT team to develop and roll out digital solutions to programme M&E that will simplify data collection, analysis and use for field staff;
  • To build general M&E capacity of both field and HQ staff through workshops, presentations, webinars, development of eLearning modules and close engagement with the International Programmes Directorate;
  • To work closely with the Emergencies Unit to ensure that standards and processes in emergencies M&E are to as high a standard as can be expected from the difficulties imposed by these difficult and short timeline contexts;
  • To constantly research, update and improve Concern’s PM&E guidance documents;
  • To work with Overseas and HR to clarify the competences and responsibilities relating to PM&E for different posts and support recruitment of specialist PM&E staff;
  • To support Concern’s induction process introducing PM&E concepts to all new Concern staff.

Person specification:

Essential:

  • At least three years working in developing countries or supporting developing country programmes in M&E;
  • In-depth experience focused on PM&E in a development and/or humanitarian context including organisational PM&E system development;
  • Knowledge and experience in rigorous qualitative methodologies including developing tools and analysis frameworks and capacity building on qualitative methodologies;
  • Knowledge and experience in quantitative data collection, including sampling and data analysis;
  • Experience of capacity building of both internal and partner staff in PM&E;
  • Experience of applying and supporting application of a Results Based Management approach to programming;
  • Experience carrying out reviews and evaluations and developing targeted recommendations based on findings;
  • Strong analytical skills and ability to critically review data analysis and research findings;
  • Excellent interpersonal communication skills and ability to operate as part of a team as well as working independently;
  • Excellent spoken and written English.

Desirable:

· Ability to work through French

· Previous experience providing digital solutions to M&E

· Understanding of issues around human rights, gender equality, HIV/AIDS prevention, capacity building and partnerships.

  • Knowledge and understanding of research methodologies
  • Experience of working with a range of INGO PM&E systems
