The Senior Humanitarian Advisors (SHAs) are a part of GOAL’s Emergency Response Unit led by the Head of the Emergency Response (ERU). The ERU provides overall leadership and guidance to increase GOAL’s capacity to respond to rapid onset disasters and support with the ongoing complex emergencies and fragile settings. Particularly, the ERU will help in the preparedness of GOAL’s country offices and HQ, guide the strategic positioning within the humanitarian sector and is ready to deploy to new emergencies to set-up GOAL’s first phase response. The unit comprises of the Head of the Emergency Response and 3 SHAs that work closely with the other departments across GOAL. Members of the ERU are part of the first response team that can deploy in a rapid onset disaster or lead new entry into a protracted crisis.
General Description of the Role
The primary function of the Senior Humanitarian Advisor (SHA) for Emergency Response Preparedness is to lead the Emergency Preparedness and Response Planning process at HQ and country level and make Preparedness Plans fit for purpose and test and refine these through simulations and after-action reviews to ensure that GOAL can effectively respond to crises. The role will involve approximately 50% travel and may be based in Ireland or overseas.
Main Objectives of the Position:
To support the effective preparatory action, planning, design, management and monitoring of GOAL’s emergency response preparedness; specifically:
- Support GOAL country offices in their emergency preparedness planning through training and advice on Emergency Preparedness and Response Planning
- Give technical input and support to ensure that Emergency Preparedness and Response Plans are fit for purpose and operational
- Organize and help leading simulation exercises including all relevant stakeholders to test and operationalize the Emergency Preparedness and Response Plans
- Ensure that emergency response programme planning and implementation is in line with GOAL’s standards, ensuring donor compliance and accountability to beneficiaries, donors and other stakeholders.
- Conduct after-action reviews that help to improve the Emergency Preparedness and Response Plans
- Create and lead a Community of Practice (or internal working group) within GOAL to share learnings and best practices among county programs.
- Help identify and develop partnerships with other organizations that can complement and enhance GOAL’s preparedness and engagement with the localisation agenda
- Serve as Emergency Coordinators during a first response to sudden onset humanitarian emergencies in new or existing country programmes.
- Gap fill as required for vacant senior managerial positions within GOAL’s existing humanitarian and emergency programmes.
- Support preparedness for and delivery of market sensitive and emergency cash transfer response actions.
Personal specifications:
Essential:
- Minimum of ten years of international experience in implementing humanitarian programmes
- At least four years of experience in institutional strengthening for Emergency Preparedness or Contingency Planning with an INGO or Civil Defence/National Risk Management Agency
- Notable experience of deploying in response to rapid and slow onset emergencies, including in an emergency response team lead role.
- Strong evidence of good interpersonal and communication skill and positive “can do” attitude.
- Highly flexible and organised, able to manage multiple, simultaneous demands and willing to take on new tasks (potentially involving travel) on an ad hoc basis.
- Be able to work both on one’s own initiative and as part of a team in a high-pressure environment while adhering to deadlines.
- Fluency in English and one other language including excellent verbal and written skills.
Desirable:
- Certification as an instructor/trainer in disaster preparedness.
- Experience as a trainer and facilitator in disaster preparedness.
- Experience working with or in collaboration with Civil Defence Agencies.
- Strong understanding of the humanitarian agenda and localisation agenda and experience of engaging and working with local partners, ideally including the development of strategy partnerships for emergency response.
- Strong knowledge of Disaster Risk Reduction and Resilience.
- Experience of engaging with the cluster coordination systems and key international humanitarian networks.
