Job Purpose: The Advocacy Adviser will lead Concern’s advocacy related to conflict and humanitarian issues in collaboration with country programmes and the International Advocacy Team.
Key Responsibilities:
Conflict Advocacy
- Lead on the conflict work stream of the organisational advocacy strategy, collaborating closely with country programmes, technical policy advisers, partners and networks;
- Prepare evidenced-based policy briefing papers, policy position statements and other public-facing advocacy products in coordination with the International Advocacy Team;
- Support and lead, when appropriate, on Concern’s conflict advocacy initiatives tailored to government, donors and the relevant organisations of the United Nations;
Country Programme Support
- Support country programme teams to develop advocacy responses to key issues both within the country and internationally;
- Provide guidance to country programmes on specific policy and advocacy initiatives, particularly in humanitarian contexts;
- Work closely with programme staff to integrate advocacy into programme planning and implementation;
- Lead on advocacy training and capacity support to country teams;
- Facilitate geographic and/or thematic working groups and regular calls with country and regional teams to ensure timely and regular exchange in information and planning.
Humanitarian Advocacy
- In coordination with county programmes, develop advocacy positions on humanitarian and protection issues;
- Provide high quality analysis on key international political and aid policy trends related to Concern’s work;
Co-ordination and Strategic Partnerships
- Co-ordinate with the extended international advocacy team to ensure efforts across the three priority areas of hunger, climate and conflict are coherent and synergistic;
- Collaborate directly and effectively with Concern’s advocacy partners in Ireland, the European Union, and with Concern UK, US and country programme teams on collective advocacy objectives, ensuring Concern’s policy positions are effectively presented and opportunities for engagement maximised;
- Identify and foster strategic partnerships with other key humanitarian actors and experts engaging on conflict-related issues.
Skills and Experience Required:
Essential:
- At least 3 years’ experience working in a humanitarian context overseas;
- At least 5 years professional experience of humanitarian policy, advocacy, research and/or political representation with an international organisation;
- Third level qualification in international relations, law, anthropology/social/political sciences, gender studies, or other relevant field;
- Sound knowledge and experience of engagement in UN systems, particularly on humanitarian and conflict issues;
- Excellent understanding of current policy debates relating to humanitarian aid and conflict, the actors and institutions involved, and how to drive policy change on these issues;
- Excellent written and spoken English and French;
- Knowledge of Irish and EU parliamentary and government systems as well as a good understanding of current international humanitarian debates;
- Strong team player with the ability to identify, support and pursue shared objectives;
- Sound judgement with a proven track record in managing multiple responsibilities and meeting tight deadlines;
- Technical competency in food and nutrition security, resilience or related area.
