Job Title: Senior Resilience Adviser

Reports to: Head of Technical Assistance, Strategy, Advocacy & Learning.

Direct Reports: Small team of technical advisers covering agriculture, nutrition and WASH

Liaises with: Relevant colleagues in Strategy, Advocacy and Learning, International Programmes, Emergency, HR & Public Affairs directorates as well as colleagues in Concern UK and US and in Concern’s fields of operation.

External representation at various fora is part of this role.

Job location: Dublin based, with substantial overseas travel (30%)

Pay Band: 6(€49,174 - €57,852)

Contract: 2 year Fixed Term Contract

Job Purpose:

The Senior Resilience Adviser will provide strategic guidance to Concern Worldwide on Resilience, provide technical support to country programmes on Resilience and provide direct support to country programmes on nutrition sensitive interventions.

Key Responsibilities:

· Lead thinking on how to achieve high quality Resilience programming in Concern Worldwide, within the framework and focus of the Organisational Strategic Plan (available here).

· Provide technical support on resilience programming to Concern country programme staff and key partners to ensure high quality programme interventions that are in line with Concern’s policies and strategies. This involves quality assurance of concept notes and proposals, remote advice and support via email, Skype, webinars etc., as well as support via support visits to Concern country offices as outlined by needs defined in a TOR and appropriate to the adviser’s role and ability to travel to desired locations.

· Facilitate cross-country learning, synthesis, and sharing of experience / learning on Resilience.

· Oversee the production of a series of external facing papers documenting Concern’s work on Resilience.

· Liaise with relevant research institutions undertaking research on resilience in Concern’s programmes and assist in the development of new pieces of research in the area.

· Support proposal development for Resilience as required; including developing a close working relationship with the International Programme Department (IPD) for institutional funders (in particular the EU and ECHO), New Business Development/Public Affairs and Corporate and Major Donors as proposals are developed.

· External representation in Ireland and Europe on resilience, as appropriate to Concern’s focus. These might include, inter alia, Dóchas working groups, Alliance2015 groups, various global cluster meetings as well as frequent speaking at third level institutions.

· Manage, mentor and support the team of advisors working on resilience, including overseeing the development of annual work plans, conducting performance reviews and providing input on reports and other outputs

· Assist with recruitment and development of in-country staff at global and country levels

Skills and Experience Required:

Essential:

  • At least six years’ experience of providing technical support in the general area of resilience or on one of the related specific technical areas of nutrition or livelihoods or disaster risk reduction. At least three of these years will have been spent working in one of Concern Worldwide’s countries of operation.
  • At least two years management experience.
  • Demonstrated experience in programme design, implementation and monitoring/evaluation
  • Experience working in both humanitarian response and longer term development, with proven expertise in being able to bridge the two.
  • A Master’s degree or higher in a relevant subject area.
  • Ability to write clearly
  • Ability to network effectively
  • Ability to project the values, experience, results and ways of working of Concern Worldwide.
  • Ability and willingness to travel overseas up to 30% of time.
  • An ability to communicate clearly with the public.

Desirable:

  • An ability to work through French
  • A solid understanding of research methodologies
  • A strong understanding of climate adaptation

Increasingly donors are introducing requirements whereby future funding is conditional on Concern ensuring that the names of any new employee or volunteer do not appear on terrorism lists generated by the European Union (List of person, groups and entities to which Regulation (EC No. 2580/2001 applies), the US Government (Office of Foreign Assets Control list of specially designated Nationals and Blocked Persons) and the United Nations (Consolidated List).
