Job Purpose:
As part of its commitment to improving its Planning, Monitoring and Evaluation (PM+E) system Concern Worldwide has been strengthening the use of technology for digital data gathering in its overseas projects. This technology is now operational in over 20 countries but continued efforts are needed to scale up the use of this technology for all elements of data collection, analysis and use.
The M&E Support Officer will support countries to look at digital solutions to data collection as part of an holistic approach to M+E, while serving as subject matter expert for survey design, construction, digitisation and analysis, providing information on request to country level programmes. This may involve medium term secondments to country teams.
Main duties & Responsibilities:
· Support country programmes (either in country or remotely) on how to formulate indicators, design questionnaires, design samples, collect data and undertake analysis in a manner which meets their data collection needs.
· Develop, along with country offices and relevant advisers, the most appropriate questions to use to meet specified monitoring requirements, in particular with respect to the construction of appropriate multi-item indicators and scales.
· Conversion of “rough” surveys into more meaningful data collection instruments with a clear survey logic, in consultation with the appropriate technical advisers.
· Undertake conversion from paper based surveys to digital format.
· Support the development of uniform surveys / templates that can be utilised across different countries.
· Support selected country programmes through basic descriptive analysis and report writing. Undertake basic analysis on the datasets produced to ensure they are ready for further analysis.
Training and Capacity Development
· Provide training at field and regional level on basic PM+E and on more specific survey design and analysis.
· Develop a trainer of trainers manual to facilitate the long term roll out of digital data gathering
Organisational Learning
· To participate actively in working groups that develop policy and promote organisational learning, both internal and external to the organisation, utilising past experience as appropriate.
Person specification:
Essential:
- A minimum of two years experience in survey design, development of questionnaires, digitization and analysis.
- Educated to post graduate degree level in a relevant field.
- Excellent understanding of Development issues.
- Excellent interpersonal and organisational skills and ability to communicate with those running the survey.
Desirable:
- Experience in an NGO or similar organization based in a Developing country
- Knowledge and experience of monitoring and evaluation systems
This post will be based in Dublin and will involve overseas travel to fields of operation.
